Program Size:

The Anchorage program consists of a network of independent inspection stations that test over 200,000 vehicles on a biennial basis. ESP performs in excess of 2,000 referee tests per year in the referee facility.

Project Management:

ESP operates and staffs a centrally located referee facility providing referee tests for the public. We also handle program oversight functions and quality assurance services for the network of inspections stations and the Municipality of Anchorage (MOA) Environmental Services Division.
Referee tests are offered to motorists who feel their test or repairs may have been improperly performed at an inspection station, or whose vehicles have been repaired without a reduction in emissions. The facility also tests modified or non-conforming vehicles that cannot be tested in a regular test site.
Services offered at the referee facility include a required vehicle emissions test and engine diagnostic testing. Motorists are then briefed on the test findings.
As directed by the city’s program administrator, ESP provides covert testing and reports of the independent inspection stations.

Repair Industry Support

The Technical Information Hotline, operated by ESP’s trained staff, allows repair technicians to obtain technical information on individual vehicles and assistance on resolving difficult repairs.

ESP conducts hands-on workshops for emissions testing technicians to prepare them for re-certification, as well as update and provide information on vehicle emissions testing, diagnosis and repairs.

ESP also administers written re-certification tests for repair technicians. The written test is followed up with a hands-on test for those who pass the written exam.
