Program Description:

Each year, approximately 800,000 Missouri motorists must pass a vehicle emissions and safety inspection at one of over 800 state-designated facilities in order to register their vehicle. Envirotest Systems (ESP) operates 5 centrally located facilities that offer motorists both an enhanced emissions test and safety inspection in one convenient and efficient stop. ESP, under the brand RapidPass Centers, is a participant in the Gateway Vehicle Inspection Program.

Currently, the city of St. Louis and the counties of Franklin, Jefferson, St. Louis and St Charles are designated as non-attainment areas in the state of Missouri due to their failure to meet the U.S. EPA’s Ozone standard of 75 ppb. The program requires that all 1996 and newer gasoline-powered vehicles and all 1997 and newer diesel-powered vehicles with a gross vehicle weight of less than 8,500 pounds be both emissions-tested and safety-inspected every two years.

ESP’s initial involvement with improving air quality in the state of Missouri began in 1999 when ESP implemented and administered the state’s centralized emissions testing efforts under the Gateway Clean Air Program. The program tested just under 1 million vehicles annually until its conclusion in 2007.
