The Transition from Exhaust Emissions Testing to "Clean" and "Dirty" Screening
Since its inception more than 25 years ago, the Inspection and Maintenance industry has changed significantly - from total fleet exhaust emissions testing of the early 1980s to today's convenient, economical screening approaches.
Remote sensing is generally used for enforcement and monitoring purposes. There are two enforcement applications: Clean Screening (CS) and Gross Emitter Identification (GEI). The monitoring application, recognized by the USEPA as potentially the most powerful one, is generally referred to as I/M Program Evaluation (PE). All these applications are effective on-road supplements to traditional I/M programs.
