California High Emitter Program
California Assembly Bill 953 authorized the South Coast Air Quality Management District (SCAQMD) to use Carl Moyer funds for a voluntary light duty vehicle (LDV) repair/retirement program.
ESP was contracted by the South Coast Air Quality Management district to identify on-road high emitters. On-road measurements started in February 2007 and continued for fourteen months using three RSD 4000 series systems that surveyed vehicles at 120 roadside locations throughout Los Angeles, Orange, Riverside and San Bernardino counties.
The RSD systems made 1.8 million measurements of 750,000 California registered vehicles. Over 25,000 high emitting vehicles were identified. The vehicle information was transmitted to the Foundation for California Community Colleges (FCCC) for recruitment of eligible candidates into California ARB's Voluntary Repair of Vehicles (VRV) and Voluntary Accelerated Vehicle Retirement (VAVR) programs. Eighty percent of the vehicles recruited failed their initial inspection at the FCCC operated Referee Stations.
